TOPICS OF THE WEEK.

"The silence of Lord Randolph" is so talked of by Conservatives that their comments may appear worth some publicity. Lord Randolph Churchill, they say, is gathering strength by waiting for a time when he will greatly enliven the routine of the Administration. The effort of last recess to press Mr. Balfour forward to the highest place in the House of Commons was of course indirectly aimed against the natural pretensions of Lord Randolph, who has never recovered from his overthrow in December, 1886.
