If Jack the Ripper was caught in the latter part of 1888, as claimed, then why did the police take extraordinary measures in 1890 after they received a letter from Jack the Ripper?

ENGLAND.

The London police have received a letter from Whitechapel, in which the writer, who calls himself Jack the Ripper and thus the perpetrator of past years in that series of mysterious murders threatened that a new murder would be committed in the neighborhood. Following this are extraordinary police measures.

where is proof that he was arrested in 1888? Abberline said many years later that Scotland Yard knows as little about the identity of the Ripper back then as now. and who knew the case better than him?

they would take measures, wouldnt anything else be irresponsible? but again, nothing happened. so most likely a hoax.
