Substantial Rewards Offered

An American paper says: A London financial journal has offered a reward of $1,000 for the arrest of the brutal butcher of women who committed the "Whitechapel murders." The offer is supplemented by one of $2,500 from the lord mayor of London, and under the stimulating influence of these financial inducements the police have aroused themselves and proceeded to make several arrests "on suspicion." Two or three distinguished medical experts contend that the murderer is a "homicidal lunatic," but the manifestations of extreme prudence on his part, and the methodical manner in which the butcheries have been committed, do not very strongly support that hypothesis. And even if it be true, the fact that there is running at large a "homicidal lunatic" shrewd enough to commit murder after murder without giving his victims a chance to utter a single cry or leaving the faintest clew to his own identity, can not have a strongly reassuring effect upon the minds of the alarmed Londoners.
